DataQuick: New HARP 2.0 could help 6.7 million more borrowers
Changes made to the Home Affordable Refinance Program could open the platform up to nearly double the number of homeowners eligible per previous requirements.

A study from San Diego-based DataQuick found an additional 6.7 million households may qualify under HARP 2.0, according to new loan-to-value ratio requirements. Those changes remove a 125% LTV upper limit, altering it to include borrowers with 80% or more LTV on their homes [ more... ]

Here are a few thoughts that might help somebody who is thinking of purchasing their first home or moving up to a higher priced property.  A sure sign of the market strengthening and shifting to a seller’s market is when the quality of the housing inventory improves.  In a declining market the sellers are generally owners or banks that have an urgent need to sell (relocation, divorce, death, foreclosure, short-sale, etc.).  A sign that the market is turning a corner and strengthening is when the inventory grows to include sellers who elect to sell for better opportunity, not urgent need.  Consider the length of time that you expect to live in the new home, if it is more than five years; then the time horizon should minimize your concerns about paying the absolute lowest price for that home.  If you wait too long, the price will be strengthened by the regained optimism of the market.

Several factors suggest that our market is at or near the bottom.  We have seen the housing inventory begin to improve; that the quality of our inventory is growing to include sellers who elect to sell, not just those who have to sell.  And while inventory is improving, the mobility of these new sellers is based on their ability to sell their home.  So the buyer at the lower segment (first-time-buyers) still have strength to negotiate a favorable purchase price, as they are the lynch-pin in the seller’s ability to move to the next level of purchase and realize their bigger savings on their move-up property.  That’s a dynamic of the market that is worth considering when thinking about when to enter the market.

We been waiting to check out this Mid-Century since its was listed on curbed.com in Dec 2011. Known as the Waxman House, the home was designed by Barry Moffitt, AIA (an architect who studied with John Lautner) for artist Arlene Waxman. This vertically designed residence was built in 1964 and is situated east of Laurel Canyon Boulevard in the Studio City Hills.

Steps from the street level lead up to the entrance patio. The house is built up on essentially three levels. The entry level houses one bedroom with steps leading to a second level above with a bedroom and bath.

HELP FOR UNDERWATER BORROWERS WHO ARE CURRENT ON THEIR LOAN
Effective December 1st, the Home Affordable Refinance Program or HARP has been extended and expanded by Fannie Mae and Freddie Mac. For those of you not familiar with HARP 1.0, this program was designed to help Fannie Mae and Freddie Mac borrowers who are current on their mortgage but who do not qualify to take advantage of historically low mortgage rates because their home lost value and does not meet traditional loan-to-value (LTV) lending ratios. Those eligible borrowers could qualify for refinance upto a 125% LTV under HARP 1.0 which was slated to end in 2012.

Now, the program – called HARP 2.0 – has been extended until December 31, 2013 and the LTV cap has been removed to any eligible current borrower can refinance their loan regardless of LTV. This is a big deal for Fannie and Freddie borrowers who are locked into higher rates just because of LTV….so a great message for you to share with your clients and database.

The HARP program is being offered on a voluntary basis by many lenders, so borrowers should call their lender to ask when HARP 2.0 will be offered by their lender and whether they qualify. For those of you who want to learn more, click here and read the FHFA press release announcing the changes:

So we came across this listing as we were scouring through the architectural inventory on the Westside, and have been coveting since.

Yesterday was a good one for open houses. New on the market is John Lautner’s Polin House currently owned by Brent Bolthouse. John Lautner is one the 20th century’s important contemporary American architects who studied under Frank Lloyd Wright. His work was concerned with the relationship of the human being to space and of space to nature. “Shelter,” he said, “is the most basic human need.”

The Polin House is situated across and shares a private driveway with the Jacobsen residence, another one of Lautner’s creations. Structurally the house is similar to the Jacobson residence and the Carling House with the horizontal hexagonal steel frame supported on three tapered steel trusses. Since the walls are not load bearing it provides for a flexible interior space.

The house last exchanged hands in 2004 at which point it was sold in near original condition. Since then significant updates have been done to the home, while maintaining the integrity of Lautner’s work. The Polin House is modest in size at 1342 square feet and comprises of 3 bedrooms and 2 bathrooms. At the entry level is a guest suite with a bathroom and laundry.
